Reduce the Makefile snippet complexity a bit

- Set BINDIR to TESTSDIR globally (and subsequently, remove all
  `${FILESGROUP}DIR` setting because BINDIR is set to `TESTSDIR`)
- Set MAN to "" globally, instead of per-PROG
